This week was a crucial week as budget was presented in our parliament, so it was apparently important to choose a word that is somewhere used in the budget and also most of you are unaware of it, so here it is:
Guillotine refers to limiting the amount of discussion allowed about a particular law in Parliament, made by setting a fixed time before a final vote must be taken. Due to time constraint, it is not possible to discuss expenditure demands of all the ministries, therefore speaker of the house applies the guillotine and skips the less important ministries to get the voting process completed before a predetermined time limit. All outstanding Demands for Grants must be voted by the House without discussions once the guillotine is invoked.
A quick fact, in year 2004-05 and 2013-14, 100% of the budget was passed without discussion, using the term guillotine (Source - Economic Times).
